ISS-HK supports multiple measures outlined in the 2024 Policy Address
The government has proposed a legislative framework to establish a rental system for subdivided residential units and set minimum living standards for these places, marking a significant step in addressing the issue.
Our Shamshuipo Integrated Family Service Centre has been assisting residents living in subdivided flats in the district for many years. We look forward to the swift implementation of these new initiatives after discussions across sectors, aiming to genuinely enhance the living conditions of the underprivileged.
In terms of talent aggregation, the establishment of an online platform Hong Kong Talent Engage and the creation of the "Study in Hong Kong" brand represent compelling endeavors. We recommend providing practical living information and personalized services for this target group to help them adapt to life in Hong Kong. The existing services for new arrivals from Mainland China may not meet the needs of these high-end individuals. As the number of high-caliber talents arriving in Hong Kong increases, there seems to be a void in social services tailored to their needs. The government should collaborate with welfare organizations to provide appropriate services for these new Hong Kong residents, enabling them to settle and thrive in the city.
Concerning cross-border elderly care, the government's allocation of funds to assist eligible elderly recipients of Comprehensive Social Security Assistance (CSSA) who opt to retire in Guangdong includes enabling their residence in designated residential homes within the region. Additionally, the " Residential Care Services Scheme in Guangdong" will be optimized to offer more incentives for Hong Kong seniors to settle in the Mainland. We look forward to the government's new iniaitives, and its monitoring of the effectiveness to see if the programme is worth being expanded to Fujian Province to offer more options for current and potential beneficiaries of the "Fujian Scheme.”
Regarding the support for ethnic minorities, we welcome the establishment of government-funded centres that will offer translation and interpretation services. This will significantly enhance the integration of ethnic minorities into the local community and help them access to community resources. Our DREAM Ethnic Minorities Service Centre located in Central Kowloon is set to open in November 2024, which was one of the initiatives supporting ethnic minorities in last year's Policy Address, and we hope it will serve residents from both the local area and beyond.
